The privileges of lodging complaint's at NFRA are open to all the citizen of India. The complaints may be registered by any Government Ministry/Department, Non-Government Entities or any individual.

The identity of all complainants who desire so or those who make complaints under "Public Interest Disclosure and Protection of Informer" resolution is kept secret by the authority.
